Can you exclude a server from participating in Nintex actions?

We have a 3 server farm (MOSS 2007)

2 WFE/Query

1 Index + SMTP

The Index + SMTP server is behind a firewall and cannot make web service calls. However, if a workflow uses Lazy Approval it defaults to the Index server to process the workflow step that makes a web service call. An error is then returned "Error performing web request. Unable to connect to the remote server" How can this be prevented?
